Whatever nicotine that is still available is gonna be fairly expensive. I bought mine a few years ago and it was 65 dollars a liter. The same liter is gonna cost double that now. But when you find some get as much as you can and keep it in the freezer.
When was it when nicotine was supposed to go up to $3000 a liter?

Where can I buy the nicotine for diy?
It helps if you add your location to your profile [even just the country]. People will then know which vendors would be better to recommend to you when you ask about where to get something.

If you're in the US, I highly recommend the Liters of 100mg/mL "house brand" nic base from Heartland Vapes. It's currently priced at $44.99-$49.99 per Liter depending on what base you want it in [ie. 100% VG, or 100% PG, or a 50%/50% mix of the 2.

They've consistently been one of the lowest priced vendors of nic base, yet theirs has always been very good quality! Many ECF members who've stocked up for the longterm future...have bought theirs.

Unfortunately, something to think about right now though, is the extreme heat many states are experiencing lately. Being exposed to heat is one of the worst things for nicotine base. Heartland Vapes can only ship 100mg/mL nic base by USPS Ground mail now, not by any faster method or carriers. It's likely the same for other vendors, too. So, you may want to wait until temps are quite a bit lower before ordering nic base. It's up to you though, as no one knows for certain when any new regulations, state laws, etc. may take effect.

The last liter I bought was in 2018 from MFS. There was a Black Friday sale going on and I got the liter for $40.00. After the shipping I ended up paying less $52.00 and some change.

Looks like they were trying to get it passed as recently as 2021. Glad it didn't. I hope it's not outrageously expensive in about 5 years, when I might have to get some more.
