Probably because there isn't anyone who ships cheaply or without sig requirements in the USA.

Check out Vapesourcing.com. Free shipping over $60 I think, I've always been over the limit so I don't know how expensive their regular shipping is. Last time I ordered there a few months ago there was no signature rqd. They are foreign based but have a warehouse in the US. When you go to a product page you can see what is available from the US warehouse or the China warehouse.

I've seen people criticise them but my experiences have been good. Very fast delivery from the US warehouse.
