Jarvis et al. think the weight of the evidence indicates that vaping is, on the whole, replacing smoking rather than promoting it. "In these circumstances," they say, "there is plausibility to the suggestion that e-cigarettes are likely to reduce the disease burden in the US by helping adult smokers to quit."

Or by acting as a substitute for those younger ones who would have taken up smoking if e-cigarettes didn't exist.

And what I got out of it was that those that vaped multiple times had started with cigarettes first.

Yep, which is still a WIN for the "public health" at the population level. Let's face reality, those kids would still be smoking otherwise.

Healthy people do not a multi-billion dollar industry make...

Public health is the polar opposite of what the health care industry wants or needs.

Once you stop being an income based taxpayer you become an unnecessary debt/obligation

This is very true. My mother's side of the family was from Berlin, in Germany. After the war, but before the wall went up, my mother and her sister left for West Germany; they got out while the getting was good. My mother's older brother and his wife stayed. Then the wall went up and no one of working age was allowed to leave; they'd shoot you if you tried. But the funny thing is, once a person was retired, getting a permit to visit relatives in the West was no problem, and the East German government absolutely did not care if a retired person never came back, 'cause they didn't have to pay that persons pension anymore, nor provide them with health care.
