I think the issues are;
1.) The venders in the area aren't willing/capable of putting something together.
2.) The bay area is so large and congested, that to find a location that would be suitable for everyone, would be a chore. You would have to split it up into regional events, i.e., south bay, north bay, east bay, etc.
