Probably not much harm, but probably not much vapor either. There are some who like their vape in that range so it might work for you. With the rate of liquid the OCC is designed the handle, I'd think the only risk you run is flooding because the wick is trying to supply more liquid than the coils are trying to vaporize.

I haven't experienced any problems with using it at lower wattage. I even use my 0.5ohm OCC at 7 watts and it vapes just fine and its recomended for 15-30W
I run my mini subtank the same way; anywhere from 7 to 30 watts depending my mood and have yet to have any real issues. Well I take that back at the 25-30 watt range it can start tasting off IMHO. I ran 7 watts for 6 hours Saturday to conserve battery because I knew I wouldn't have time to charge and couldn't carry extra gear.
Vapor is a little less but still quite a bit.
This is on the .5 ohm coils; the 1.2 is weak to me and dont use it but I'm sure it would be fine too.

What would be the harm in using the Kanger 1.2 ohm OCC coil on the Subtank mini below the recommended minimum 12 watts, say 8-10 watts? I'm using an istick 20 btw

Hey mate, as stated there won't be any harm. If you're getting vapor production that you like at those wattages, you're fine.

The issue, mostly with the 0.5ohm coil, is that they use wraps of kanthal and there's a balancing act that goes on in terms of surface area and ohms. If you're using a nice thick gauge of kanthal it takes a bit of wattage to get it heated up, so they usually say 15w because they know that'll get the coil going in a reasonable amount of time.
