I bought an ego kit at a local smoke shop and it came with a CE8 and this "oil cartridge " no clue what it's for and google only suggested illegal uses. Is it good for anything legal? LoL

You didn't ask at the 'smoke shop'? A good place to start perhaps? A CE8 uses steel mesh as a 'wicking system' and GOOGLE has far more than "illegal uses". Perhaps try again. Vapor Joe had it on his show and was quite impressed. No, I wasn't any help - I just remembered the CE8 from research before I bought my setups last week. Others will no doubt be of real help.

Yes the bottom is an atomizer.

If the top screws on/down onto the atomizer then you have a dripper, or am I misunderstanding.

No different (in practice) to a 510 or 306 atomizer with a long drip tip.

Let's say it was similar inside to a Bauway/Cisco then you are in business. Could be awesome.... (COULD)

Being a noob I'm still kind of fuzzy on the dripping, but I thought you just drip right into the atty. This thing has like a little well above the atty. I can take pics if it would help.

Derp, I thought there was a well but apparently it just is a dripper.
So I'm just going to drip some juice in there and see what happens.

It is used for illegal/legal (depending on which state you live in) purposes. Visit your local Southern California Prop 215 dispensary and they'll tell you all about oils and waxes.
