It's a vaguely derogatory term coined by the legion of new subohmers to mean those who vape at higher resistances with little air (and thus, lower power requirements), resulting in toots, not clouds, of vapor. It's otherwise known about the only way for the masses to vape until the past year.
Militant TP'ers stand their ground, however, as well they should.
