Why is the time of day with the slowest traffic called rush hour?

Because "Like" NYC - You live in a very congested Island area called "Puerto Rico" - which IMO is worse then NYC for Driving, especially given that it seems almost everyone there seems to have gotten their Driving License from a SEARS Catalog . . . Just Sayin' . . .

I am not sure about that, but I interpret them to mean that if you post at 11:38 & 11:48 then your next post can't be until 12:38 but I doubt that they will disqualify your posts unless you are blatantly trying to cheat the system.

Biggame is absolutely correct. The two posts per hour rule was just a way to prevent spamming within the thread, a few minutes before the hour is up will not disqualify anyone.

I apologize for not making this very clear in the contest rules, I will edit the original post for clarity. Thanks everyone who brought this to our attention!
