Means you have an accident waiting to happen sounds like to me...

... trouble is that the problem could be anywhere... in the racks electrics you wired up, the wall sockets or the house wiring...

It's really odd that you are only reading 145v .... ? high resistance connection somewhere ?

These to racks are factory made racks, but that doesn't mean there isn't a short.

    Well if both outlets shut off with one breaker there is no way you should be able to get 145 unless the problem is the high side of a lighting transformer is grounding out or something like that,if it takes two breakers to shut them off then you could have problems on one or both racks.What kind of stuff is plugged in on the racks?

    You got 145 with one probe on each rack ?

    These to racks are factory made racks, but that doesn't mean there isn't a short.

    The racks should be pretty easy to test... unplug from the wall... set your multimeter to test resistance ( ohms ) then test each leg to ground and you should not have any continuity. If the rack has a ground plug also... check that it is connected to the frame ( has continuity )

    OBG can probably tell you the right way to test the house circuit itself... but it may be something an electrician should do also.
