Well if both outlets shut off with one breaker there is no way you should be able to get 145 unless the problem is the high side of a lighting transformer is grounding out or something like that,if it takes two breakers to shut them off then you could have problems on one or both racks.What kind of stuff is plugged in on the racks?

Maxi please humor me and have some one come in and check the placeEach level of the rack has its own heat tape and there plugged into a buss bar power strip and thats plugged into a thermostat and thats plugged into the outlet.

The racks should be pretty easy to test... unplug from the wall... set your multimeter to test resistance ( ohms ) then test each leg to ground and you should not have any continuity. If the rack has a ground plug also... check that it is connected to the frame ( has continuity )
OBG can probably tell you the right way to test the house circuit itself... but it may be something an electrician should do also.
