I would look everything over real good,like wires,where they clamp them screws in wires stuff like that,could also be an induction problem possibly.But start by unplugging the heaters one at a time check for volts if still there leave it un plugged and do the next one the same way and keep going that way untill all the heaters are unplugged,if you get them all unplugged and it's still there then it's not the heaters so go to the next thing plugged in sooner or later you'll find it
