Simple and took seconds.

Weird aint they the government.

The NHS, the biggest public service department in the UK. Yet somehow central government are able to completely ignore the fact that if the NHS isn't reporting ill health from the effects from using e-cigarettes then there simply isn't an issue to address.

It's not as if central government would listen to anyone else other than the police/CPS if they wanted to know the latest crime statistics.

Or maybe talk to the Business sector to find out about what the HMRC is doing.
