Not all is lost. This law may violate the Philadelphia city charter. Just like NYC, Philly has a one subject clause in its charter.

I thought about this too and looked into it before, I really don't think they violated it. Here's the wording from the charter:

§ 2.2-201. Manner of Introduction, Consideration and Passage of Ordinances.

(1) Every proposed ordinance shall be introduced by bill. Every ordinance, except annual budget ordinances and general codifications and revisions of City ordinances, shall contain not more than one subject which shall be clearly and adequately expressed in its title.

It specifically exempts "revisions of City ordinances" from the rule.

And Philadelphia joins so many other "blue" cities: over the last 50 years, the Philadelphia population is down about half a million, or about 25%. I'll bet that those who are still there aren't the highly-educated, high-income, high-taxpaying, productive residents that cities need to thrive, but who have departed for more pleasant communities.

I wonder how long it'll be before Philadelphia joins Detroit in bankruptcy court?

Synonyms, effectively they mean the same thing.

It's not. Revisions are associated with codifying ordinances. Amendments are associated with changes to the purpose our active language of ordinances. Also the city charter refers you to article III section 3 of the Pennsylvania constitution for clarification.

"No bill shall be passed containing more than one subject, which shall be clearly expressed in its title, except a federal appropriation bill or a bill codifying or compiling the law or a part thereof"
