It's a battery based charger and should be no different to a PCC. I would see no issues charging a protected battery if you in a fix. It's also 3.9V from the writeup.
Anything charger with a usb port should be fine. To be a usb it has to be 5 volt. That is usb specifications, look it up anywhere. As for the amps it puts out. Battery chargers like that wont put out more then 1 amp. But it may charge it slowly. go for it. you should be golden.
