Not cheap, but a ProVari is a SUPER SIMPLE device.
And there is a starter kit....
If you HAVE batteries and/or charger and/or a tank/clearo that's 510, then you don't need the kit. But if you're coming from an EGO, then it's hard to beat the kit price...

"Best" is always speculative.

The one I bought after research: Aluminium Cartomizer Punch DC FUB Special Edition - Accessories

I didn't use it long... punched maybe 4 cartos is all. I switched to slotting the cartos with a Dremel instead. Didn't do many of them either before I stopped using cartos in my tanks altogether. The carto's exited stage left, the Sophia's entered stage right.
