It will probably take about a year for these regs to become law provided that no one sues. If the thing ends up in court (and it probably will) things could take a lot longer.
The good part is that at least we will have a
sense of direction, and know what we need to worry about and/or fight.
The bad part is that the document is so large it will probably take a month just to read it, and a law degree to understand it.
As I'm understanding the prerelease fragments I've see, the regs are aimed more at the manufacturer, and very little will change for the 'legal age' consumer. Except anytime there are hoops to jump through, there are costs involved.
