Does anyone know where I can get a dragon provari in the US by mail?

Good luck. Most dealers who got them got very limited quantity. I know there are a few on ebay at the moment, but the ones I've seen in the past tend to get bid up pretty high. As far as actual dealers, you'll have to get lucky to find them when it's in stock. I've seen a couple here in there in the classifieds here, too.
