I just found the ECF page with the Instructions

I poked around before sending this post and couldn't find any reference.
When creating a post, I would like to link "text" to a web page NOT on the ECF
I know how to link "text" to another ECF page as well as embed a YouTube video in the body of a post.
The question is how to link "TEXT" to a web page which is not on the ECF
I noticed under "Posting Permissions" that HTML code is "Off" and wondered about that. It that is the issue...at what point would it be turned On?
