Question regarding safe limits with 16.8v 1800 mah 65C-130C 4s LiPo.

Battery will be in a PWM box. I took some math from another site with a similar battery and it states:
Discharge: 35C (63 amps) Constant / 45C (81 amps) Burst
Max wattage capability (continuous): 1058.4 watts @ .0266Ω

Specs of battery I'm using
Turnigy nano-tech 1800 mAh 65-130C discharge 4S cell


So I want to verify I could run .07-.09 builds around 4.5v with no issues. Maybe go up to 5v but the lowest I build is around .07 and at 4v it's still a very hot vape so 5v is unlikely. I asked on another site and was told "PWM still has the same limits that a mech would. Which means with that battery you can't build under ~.2 to stay under the continuous rating. A little under .1 to stay under the burst (which I wouldn't trust at all)." which I don't think is right. Figured I would ask here.

Looking at steam engine battery calculator, inputting the batter spec just 1800 mah and the total combine mah from all 4 cells I should be fine to run about any build long as I follow standard lipo safety guidelines I shouldn't damage any cells. With that I know flyers pull way more power out of these cells than any build I'm capable of building could.
