Not sure what you mean by power off? Do you mean locking the battery? Regardless it doesn't matter. How big is your battery? Is it vv/vw battery or just stater pen battery.

that is to say click 5 times and the power is off. It's the evod tank that came with the kit. black with two clear glass lines on the side.

From my experience yiu leave it charging until the green light on the charger turns off. A full charge takes 4-5 hours but I've not had a Kanger battery but other stick starter batteries.

the quick charger connected )with the 7inch length of wire) to my computers usb takes about two hours. The CE charger in a wall outlet takes about 8 hours

Your battery should charge in 2-4 hours...even on a wall wart. Once the charger light turns green it should be fully charged. If it is brand new, give it a cycle or three before you judge it. Sometimes doing a few full charges and discharges kind of breaks it in or gets it going. It shouldn't matter if it's off or on when charging.
It is possible (tho not likey) that your evod clearo is running really low resistance and draining the battery...might try another or swap the coil.
Of course it could be a bad charger, so you might try another if you have one.
Also, I bought a Vision battery at my local B&M that turned out to be a fake...so you never know if yours is genuine. I think most Kanger products come with a tag to check authenticity.
