The way I read it is
Random number contest ends 4/19/14
If a person were up 24 hours a day they'd have 24 posts in a day (at once per hour.) They can enter every day up until 4/19/14 when the contest ends.

Lol I assumed it meant we can enter ONCE every 60 minutes regardless of the time on the clock - 60 minutes has to pass in between posts
