Not to be difficult - but I don't understand what you are doing...
To give an accurate answer, perhaps it would be helpful to know for sure:

What ingredients do you have?
What are you trying to make?

Typically, a mix is defined by:
  • Nicotine strength (starting source, and final juice)
  • PG/VG ratio you want to vape
  • Flavoring percentages in some kind of recipe

BrotherBob Approximate Flavoring Percentages

Vanillas and Creams - 5%
Custards - 4%
Flavor Sweeteners - 4% (Marshmallow, Meringue,Toffee etc)
Stevia/Sucralose - 1-2%
Primary Flavorings - 8%
Secondary Flavorings -Usually less than half Primary Flavorings

Flavors listed above on the high end, so most percentages could be lowered depending on:
number of flavors in mix
taste bud sensitivity
exceptions too numerous to list (example: Dulce de Leche)

How much concentrate do I put in with the vg/pg mix??
My first batch of DIY used 3% of an all in one flavoring. Today I use 1% of that flavoring. I think the most common mistake is to use way WAY too much flavoring. Most pre mixes can be diluted 50-75% and sometines they taste better than the full strength version. You can experiment by mixing a few drops with a small amount of unflavored and see how it tastes. You can also try diluting some premix you know you like and see what happens. What I found is the less flavoring I used the better I liked it.

It is 9 mg nicotine and it is from Capella

Sounds like you have a 9mg nicotine solution and some capalla flavoring and you want to know how much flavoring to add to the 9mg solution. You need to give a little more information such as what is the final MG strength you want to vape and what exactly are the Capella flavors your working with. Do you want to vape a 50PG/50VG mix or something else etc..

Maybe start with some research.

With all the guessing going on there is a great amount of room for error and you really need to use a calculator and know exactly what you are working with. From what I read it might be just 9MG nicotine liquid your working with and it probably will not get you nic sick but you will find out soon enough if the guessing was what you should be doing with e-Liquids and nicotine.

    Nicotine strength has nothing to do with it. If his base is 9 mg, the final result will be somewhat lower, but the flavoring will need to be the amount it needs to be, so unless he's willing to get more base or nic to change it there's no control left.

    About 5% is a good starting point for most Capella flavors used standalone, although that's about the highest I ever use. For low output devices, try 10%.

    This calculator is very popular here on ECF. Use it and play with the numbers to see how mixes change when you add components. You'll have to use your premixed nic/pg/vg mix as a nicotine mix with the calculator with the proportions of each as parameters.
