I'm sorry to hear that your having that many problems with your REO. Hopefully I can add some info that might just help you out.
* Flooded carto: Some big signs that you've flooded your carto is that you will not get good (or barely any) vapor and TH. But, you will still get flavor. Other signs will included gurgling or that you get juice spitting back up at you. That's only in severe cases.
* Burning Carto: The flavor is completely different from when it was fresh. A big sign of this is that you are tasting a burnt flavor. However, sometimes it's hard since some flavors mask the taste you would normally get. So, it's best to pay attention after you first start vaping on it.
After time you will get better and better at noticing this. The danger is that your vaping burnt polyfill and cotton. Sure, you can say that it isn't that bad. But, how would you feel about smoking a cigarette filter? Certainly it isn't as dangerous but, you get my point.
Overall, if you EVER get a burnt flavor. Throw it away in the garbage. WHY? Read this thread. A lot of carto users, including me. Have contributed to this thread.

So, if it's not a dud (it will taste burnt immediately or it's DOA (dead on arrival)) then you will notice this either when you keep vaping when your carto is dry. OR after about 10-15ml and it starts to taste a bit "funky". That's what I found out after dissecting almost every carto within a period of a few months.
Since you have just begun vaping. I wanna give you some tips.
Using carto on REO:
1. With standard sized cartos (Boge LR 2ohm). Which holds 1ml of e-liquid. I would suggest pre-filling them for the best results. This will reduce your chances of getting a burning carto.
A. Drip Method
*Drip 25 (1ml) into your carto in 5 drop increments. You should give a few minutes for the juice to soak in every 5 drops that you drip. One way that most people find helpful to figure out if their cartos are filled. Is that a drop or two will drip out of the bottom of the carto connection. You can just wipe that off.
*After you finished filling it.
Let it sit for 15-30 minutes. This is very important since it's not the filler material that you should be concerned about. It's the little piece or pieces of cotton that's wrapped around the coil. If those EVER get dry then you will have a burnt carto on your hands.
*Once you've waited for everything to be saturated. You can vape now.
B. Condom Method
*Instead of dripping 25 drops. Just use the little rubber cap that came with your carto and fill it up.
*Take your carto and slowing dunk it into the rubber cap. Threaded end first. You will notice that the juice is being pushed up through the airflow tube.
*Give it a few minutes rest before lowering the carto any further. This will keep it time to soak into the filler material.
*Again, after you've lowered it all the way. Let it sit there for 15-30 minutes.
*Take it out of the rubber cap. Dry it off with a paper towel and your done.
C. When you should feed it
* Ever 10-15 draws or when you notice a drop in flavor. The longer you vape the better you will get with this.
*******NOTE: Your taste buds WILL "die" for a few weeks. After you've vaped for a little bit. The reason for this is that they need time to recover from all the abuse they've been put through. When you were smoking.******************
D. Atty use
*If you use an atomizer with primer. Than I suggest thoroughly blowing it out from both sides to get rid of it. Or get some 1.8 ohm 510's or 306's from either

*The first thing you should do now is to prime your new atomizer
-drip 6 drops into it and let it rest for 10 minutes
*Afterwards, you can vape for a total of 5 hits or until you notice a drop in performance and flavor. If you ever taste a slight metallic flavor then refill it immediately. You'll get a surprise with the next hit you take
*Be sure to get 3-4 atomizers in rotation. It's a good idea to clean it after every bottle you go through. This will decrease the gunk that gets built up when you vape.
