Yes, it can be done. Removing the tube is the easy bit; just screw in the cartomizer on to battery and slowly wiggle the tube from connector. After removing the tube, you'll find the filler material. Un-roll this gently as not to damage the coil/s. The coil/s would also be wrapped with a small sheet of gauze which will be blackened. You'll need tweezers to pry the sheet out without damaging the coil/s. After cleaning the parts, put everything back together in reverse order and make sure that air can still go through the center of the cartomizer.

My success rate in doing this is one in two cartomizers and even then it's still not as good as new. I only do this when I'm short on cash.

IME, getting the tube off the XL cartos (especially DCT cartos) is easiest. I haven't repaired one "successfully" yet, meaning "good as new". Rewrapping the filler around your assembly is a pain. My is getting it consistent: if you wrap the filler too tightly, you get no draw (no airflow) and no capillary action (it don't suck liquid up like it should); if you wrap it too lightly, you can't get the tube back down over everything. I'm going to mess around with stainless steel to see if I can make it workable. I should think that would be easier.
