tank: Ugh, i would jump on the bandwagon and recommend you go with a subtank for your first tank, but they are so expensive! If you can truly afford to buy the Evic VTC mini and a subtank/subtank-mini, then go for it, because the kanger subtank mini is 1 of the better clearomizer tanks available today. it's probably the 1st or 2nd best removable type tanks on the market for NEW mod users. you'll enjoy it if you can afford it, we promise.

You NEED to think about
vaping style, as well. Are you a direct-to-lung vaper, or do you fill your mouth slowly, and then inhale all at once? I am the latter... And I simply REFUSE to vape direct to lung. Basically, direct to lung vapers need good airflow. They chase clouds.
Tank Airflow: Mouth filler types need a tighter airflow. Otherwise the draw is too loose and we cannot efficiently fill our mouths before inhaling, too much air to vapor in the ratio. Airflow also effects coil temperature, which is important when using sub-ohm coils. Without sufficient airflow, your wick WILL burn. & in TC or, Temp Control mode, the mod will shut-off your draw too early, due-to the restricted airflow. Not cool at all. Tanks like the Subtank, Subtank Mini, the Subtank V.2, & the Subtank Nano, all have adjustable airflow --- Which is great for both types of vapers. BUT- Some tanks DO NOT have adjustable airflow what so ever, believe it or not. (or, it sucks, no pun intended!) The Kanger NEbox for example, does-not allow one to adjust the airflow, at-least not mechanically, although it's possible to restrict airflow w/ur fingers. This type of tank would be a disaster for a vaper like me, who likes & needs a tighter draw to satisfy my needs.
i am in a similar situation. i used-to be here on ECF every day and every night, back when i wasn't working, around a year ago now... i spent the majority of my time in front of my computer helping n00bs get sorted, right here on ECF. I come back to the scene, and EVERYTHING has changed. When I left, i was at the TOP of my game. I was probably the 1st/2nd/3rd most-frequent reply in any given n00b's questions post haha.

But when I left, the highest wattage our mods were achieving was 15 watts.... And any mod that went above 15w was selling for $200 or more. I come back to the scene and EVERYTHING is different, to a ridiculous degree.. I've literally spent the last 4 days sitting in-front of my PC learning about all of the NEW features & the NEW lingo.
I am currently unemployed w/out unemployment benefits yet again... living at home... and of course, I need a new mod or two, because i'm currently vaping on the original Evic, which is just too long for out of the house. My only other quality regulated mod is my Provari Mini, and all of my 18350 batteries are going on 4-5 years old now. So, this (or these) new mod(s) I'm getting need to be LONG LASTING & most importantly, INEXPENSIVE. I need to make this count. What I'm saying basically boils down to this: I've got the TIME, and the NEED, to find the BEST possible mod for the BEST possible price, feel me? It's probably the only mod I'll be using until next X-mas, lol. I'm going to do my best to give you some tips concerning what you should think about when buying your first mod. ESPCLY, if you're on a budget, like me.
Battery Life: So here's the deal: What the ECF community has told me, is the Evic VTC-mini is a great 1st temp control &/or high wattage mod. However, the battery life at high wattage or high temperature is atrocious. This is not good. Trust me, I've been vaping for going-on 7 years now, and I'll be the 1st one to tell you that if you find a juice you love, those 18650s go from all-day batts to half-day batts very quickly, lol. I wouldn't recommend limiting yourself to TWO 18650 batteries... I would buy at-least 3 if this is truly your 1st mod. I personally own 3-4 and I'm still going to buy more with this new mod purchase, because you can never have too many batteries. (or mods, for that matter, aha) Now, the Evic VTC is a SINGLE 18650 mod, capable of 75W. If you're planning to use this thing at high wattage, you're NOT going to enjoy the battery life. You'll be lucky to get 5 or 6 hours at 50 to 75 watts. This is why I would recommend you A. buy more than two 18650 batts, and B. You should think about having a mod with more battery capacity, for when you're sitting at home on the couch chain-vaping... OR, for if you are planning a long trip. I do recommend you go with the 3000mAh 18650s as-well. (There is one brand with 3000mAh capacity, and, although more expensive, they may be worth it, if this will be your only mod.
Mod Choices: Myself, I have a few mods in mind to remedy the battery life issues. My 1st choice is the EvicVTC-mini, same as yours. I love it. I love the EvicVTC-mini's screen, the body's form, and the solid construction. I believe it has the best screen of the high wattage/temp control mini devices on the market today. I also believe it has the best body... The Kanger Subox, for example, is said to be VERY scratch prone. (I've heard this from 3 to 4 separate reviewers) I also dislike the Subox's screen size... The inability to update the Subox's firmware is another deal-breaker in my opinion. F all that.
I'm running through your list of the mods that you're thinking about getting --- I'll run through some of my opinions for each of them.
1. IPV4S- I would just warn you that from what I've seen on youtube, this device looks flimsy. It looks like it would break if you were to drop it down the ol flight of stairs if you know what i mean. It's essentially just a plastic shell with a metal frame, from what I've seen.
2. Smok Koopor Mini 60w- I honestly really like the look of the Koopor mods. Smoktech is a well-known mod producer in our community today. Yes, they used-to have a history of releasing a myriad of unsafe, unfinished mods with missing parts or with things that annoyed the hell out of us, like 510 connection pins that raised our tanks above the mod's top, no battery venting holes or poorly drilled/sharp vent holes, annoying 1st, 2nd, 3rd release versions of the same mod, thoroughly pissing every1 whom bought the unsafe/unfinished previous versions. But, the Koopor mods SEEM to be well-built, with nothing annoying about their build or quality, no safety issues... no hidden software issues... They seem like nice mods from reviews I've seen.
3. Smok Xcube ll- Now this is an example of a Smoktech device I would recommend against. From what I've seen of the Smok Xcube line of mods, the body of these mods is just poorly designed. The firing button is just silly. The thing looks like the firing button will break with a drop to cement. It's just a flimsy looking firing button. Im not sure why they chose the whole accordion-style firing button, but it's their very 1st version, and with smok, you NEVER want to purchase the 1st version of ANYTHING NEW that they're trying out, haha... it's BOUND to have issues. & I believe it does. that button sucks. it's cheap looking, it's probably cheap feeling, it's unstable and it moves w/every hand movement, it's loud and rattly, it's plastic. Idk, I don't love the button... And now, I'm not sure if this applies to the Smok Xcube line of mods, but I DO know that the Smok M80 and the M65 have software issues.. They apparently turn your wattage down without your permission each time you attempt to press the fire button, for no reason, it's just a glitch in the Smok M-series. I would go as far as saying - I wouldn't recommend anyone get a Smoktech mod for their only/main PV. Smok has a long history of... screwing things up. The president/CEO is obviously just a very impulsive human being.
4. IPVD2- Again, I would just worry about the build quality of these IPV mods - However, they've managed to maintain a very positive reputation. People who've bought the IPV series of mods, seem to enjoy them. So, these probably aren't a bad main PV to have. Again, I would warn you about battery-life with the mini sized mods that use single 18650 batteries & I would recommend that you pick up a 2nd/backup mod if u do go w/ an 18650 main PV.
5. Same as the battery life rant I just finished... A single 18650 batt is just not sufficient for true high wattage. As long as you keep this thing around 20 to 40 watts, the battery life is going to be pretty good. But if you go 50-75w, your looking at 6 hours tops, so be careful & get 3-4 of those 3000mAh 18650's and either a multi-port, or multiple 1 port chargers. U dont know how ....ty it is to come home from work only to realize you forgot to throw a 2nd on... Or, that your cat knocked your charger off the counter, the batt fell out, & now you're stuck with 10% on the one you've used all day long. not fun.
Here are my choices for the top mods on the market today:
1. EvicVTC-Mini (bad battery life, but great mod overall)
2. The Kanger Subox mod, or the Kanger Subox Nano kit (which is a subox with a "nano-tank" atop - basically a non-rebuildable Subtank)
3. Aspire Odyssey Pegasus 70w mod, OR the Aspire Pegasus Mini. Both of these seem like really nice, good-looking HQ mods.
4. The iStick 40w and the iStick 50w mods. These guys are great little mods, especially for a secondary device. No need to buy more batts either.
5. The Kanger NEbox 60 watt- Sure the body is built like a plastic coin purse, but it's such a short mod w/10ml capacity built-in tank, 60w... It's a 60w device that comes with a tank for under 60 bucks - that's a great deal imo, especially because it's such a compact little mod. Great backup mod 4 sure.
6. The Tesla Two- This thing looks so mint... I'm most-likely going to wind-up with 1 of these myself. Build quality is great. 100W unregulated. SIMPLE! I'm not sure if you've ever used a mechanical mod? Idk if you're into them either.. But this thing is great. Utilizes your batteries voltage. So, your battery's voltage starts at 4.2 volts and slowly drains over the course of the day until ya reach 3.2 volts (dead) You can pull some very high watts w/subohm coils... With a "100w capacity..." you can get a VERY nice vape w/this thing... The best part (besides clicky button) is it's internal 4000mAh battery!!
7. The Snow Wolf 75 watt- This is a REALLY nice lookin mod. Probably top 2 on this list for aesthetics.., Beautiful mod with great build-quality. A great choice for a main PV imho.
8. The Innokin Coolfire IV Plus- With a 70w capacity, this 3300mAh internal battery aluminum brick of a mod is probably 1 of the nicest on my list for build and looks. I just don't love the price, at $76 for tank/mod kit.
9. The Sigelei Mini Book- definitely an interesting build-style... This mod seems like it's built well, and it's a nice little 40 watt inexpensive mini mod for the price. Screen is nice, body is nice, and I do trust Sigelei. Nice mod.
10. Last, but not least, is the Sigelei 75 watt mini- which has a great looking body, a great build quality, and some really tactile clicky buttons (gottta love the "Click - Ssssssssss - paahh" haha) Def a good contender for a main PV or a really great secondary mod, at $76 mod only, just a bit pricey for me.
So there's my top 10 list for this little snapshot in time. Right now I honestly think you're on the right track with being sure about the EvicVTC-mini. Like I said, I'm vaping on my original Evic right now... I trust Joyetech. I've heard of people not trusting them, but, I think their mods are of a great quality & top notch innovation. I would definitely go w/the Evic mini with multiple batteries... but maybe think about getting a backup mod as-well. I would personally recommend you go with an internal batt mod, only because they're so convenient. I was always against them, for almost 6 full years of vaping --- But now, I say GO for them. Vaping is here to stay. You don't need to worry about whether or not your mods going to die 2-3 years from now. I used to think we did. Not anymore. I also used-to refuse to buy anything other than RBAs and RBTs. F that. I'm going for replaceable coil tanks and i'm sticking with them. I would rather have convenience NOW.
