I have several 18650 and 26650 baterys with the wrapping around them cracking, is there anyone selling a product to recover the battery with a new wrapping? I've been considering using heatshrink, but thought I'd ask first. I'm worried about shorts.

Seems to be using some fasttech heat shrink that's properly sized for 18650s. I can't really comment on the safety of the procedure as I haven't had the need to do it (yet). Hopefully it helps though.

You can also just use electrical tape, just make sure you stretch it out so it is really thin. I had that happen to one of my first batteries, wrapped it in electrical tape, good to go for 6 months now.
