Yes you can! generally if a full cartridge starts to run dry, from my experience you can normaly get 5-6 drops back into the cart before it start to pool at the top of the cartridge, if you feel that your not getting what you should out of it, you can always pull out the filler with a pair of tweezers, rinse under warm tap water and pat dry with a paper towel, refill and enjoy!
Yes you can refill carts. I am assuming you are really talking about carts aka cartridges, the plastic and stuffing parts that push onto the atomizer of a 3-piece ecigarette
If you have the kind of cart that pushes on OVER the atomizer, then to fill you may need to push up the juice cup with a paperclip leg stuck in the mouth end of the cart
If you have the kind of cart that pushes into a hollow-tube shaped atomizer, then you should be able to see the stuffing
Either of the above can also be washed (the stuffing and cart must be dried before reuse) or you can replace the stuffing
If you have a cart that screws onto the battery, then that is not a cart. That is a cartomizer aka carto and they are not filled the same way

The cartridge is pushed into the atomizer and breaks an aluminum colored seal.My atomizer is the kind that has a upside down v shape prong that protrudes from it.

No, ecigarettes do not have the same threading between companies. You would need to know what Chinese model number your ecig is and then you would know what parts it could use and might be able to find out other companies with the same model. That is why we usually buy the most popular models by their Chinese model number like 510 and KR808D-1 and then we know what threading it is and can buy parts from many places.
