Reusing cartridges

Hi, read that one can buy those wool meant for fishtank filter. Cut to size and e-drip it.

But if i try to e-drip with plain water instead, can it be done? ie. making a 0mg cartridge?
Will there be any smoke/vapour generated by the atomizer?

I'm not so sure about that legendec. Since propylene glycol is used in the e-liquid for the mist/vapor effect. putting water on your atomizer may damage it.
