Rush has had some addictions in the past, so it would kind of hypocritical for him to be against something that would help people addicted to cigarettes. 
TBH, I do not know who he is, but if he is an influential person in US then hats off to him to speak up his mind and trash the biased reports in NY Times...

Oh. That Rush. He gets on my nerves at times, but he's absolutely in the right on this. What's more, he's very influential. Politicians may decry him, but they listen to what he has to say. Having him in our court is a big thing.

Good program on 'regulation' by Stossel. Will air around 9 or 10PM Saturday and Sunday Fox Business Channel. Nothing on ecigs specifically but just on regulation in general with some similar stuff that we've seen wrt ecigs.
