I found e-cigarette label at the bottom of the page quite interesting:

This Ruyan Electronic cigarette is designed to be a cigarette alternative and to be used as a smoking substitute. It uses Ruyan cartridges that contain flavoring and produces a vapor that is primarily made of water and other ingredients generally regarded as safe. It contains no tobacco and does not produce tobacco smoke or smoke of any kind. This device can also be used in connection with Ruyan cartridges that contain nicotine and, as such be advised, nicotine is extremely addictive. This product has not been evaluated by the FDA. It is not intended to be a drug product that diagnoses, treats, cures, prevents or mitigates any disease or condition. Do not use this product if you are under the age of 21; if you are a non-smoker; or, if using with a Ruyan nicotine cartridge, if you have a demonstrated sensitivity to nicotine, or if you are pregnant or nursing.


That is - it is still not evaluated by FDA and it seems that Ruyan is trying to point that using e-cig with nicotine cartridges is just one way to use it. Maybe this could be good approach to selling e-cigarettes - by selling starter kits with cartridges without nicotine, so device itself won't be considered a medical device. This may help in europe where e-cigarette is to be considered as medical device since it is intended to deliver nicotine.
