I've noticed that I can set my computer's clock to a slowdown that I get from ECF every night at 1:07am EST. Is there a server maintenance of some sort is hogging resources at that time?

Yes 
The server runs backups at various times, and those are extremely resource-hungry. There are two events like this per day and they do slow the site down.
Just remember not to try a 3,000 word post at that time without doing a save first...
