Shipping Question

I read in one of the stickys where shipping was a flat rate $15.00 per order.
When I add items to my cart and go to check out it gives me a lesser rate for shipping.

Which one is it? Just don't want to be surprised after I hit the submit button.

I'm in Tennessee, about how long should it take for me to receive an order once placed?

Do they send order and shipping confirmation with tracking?
