Shipping / Vendor Issues ... How to Resolve?

Perhaps some of you knowledgeable folk could provide a little guidance...

I've made an online purchase. Despite waiting and follow up attempts to contact the seller, I have not heard a word and I have not received the items I ordered. Money, however, was taken out of my account the day after I placed the order. Despite years of shopping online, this is a new experience for me.

Firstly, is it legal for an online establishment to withdraw money from your account before an item has been shipped? (I assume it's more of a polite formality, but I honestly don't know). If the store won't respond, what is my recourse? The website currently shows my order as "processing" and there are no tracking numbers provided, so I am assuming nothing has been shipped.

I would like this to have a thoughtfully resolved conclusion, but at the moment I feel that I've been taken for a ride and not sure what to do next.

Does the supplier show a phone number on their site? or did you use the "contact us" link that many have on their website?

I can think of one supplier in particular that is sometimes weeks behind getting orders out. If they're behind on orders, they might be behind on responding to emails as well.

Most e-cig related orders that I've placed online do come out of the credit card account right away because it's an automated system that they use. If they don't get the funds for some reason, they most likely wouldn't send out orders, so they need to see that they'll get paid first. Then, sometimes, the order you place is "made to order" which can take a few days because the suppliers don't necessarily have stock on hand.
