It wouldn't take much to make insecticide non vapable. Look at denatured alcohol.
That would also make it unuseable in the laboratory, and lab supply would be where I looked first.
As for making your own, the simplest way I have seen is to simply steep tobacco in PG and strain the tobacco back out.
Getting purer stuff from tobacco yourself than that would be a lot more involved than most would be willing to do.
Personally though I think we have made enough show of force recently we are probably going to be ok, and I doubt we'll see a ban. Even if things went bad, the time for public comments on the proposed regulation, and further time before it goes into effect should give me plenty of time to stock up if the need arises as long as I pay attention and know beforehand. That is my main reason for coming here, to keep up to date on that exact issue and not be caught unprepared by regulations going into effect before I hear about them.
