This is akin to asking, is mineral water better than tap water. It has been answered before, if you actually did look hard enough. As to factory seal, if you think it's not safe then don't buy or do it (there really isn't much choices).
As to being safe there's insufficient studies that vaping is safe enough.

Since vaping is still a new thing, there is much research to be done to ensure the safety of the ingredients in e-liquids. So we still do not know whether PG/VG are safe for us. Anyway most PG/VG are the same. USP means a chemical grade of sufficient purity to meet or exceed requirements of the United States Pharmacopeia (USP); acceptable for food, drug, or medicinal use; may be used for most laboratory purposes. If there's no seal on the bottle, check the expiry date. If it's too close to the expiry date then don't buy it.

Unfortunately for us, we do not have any concrete way of proving whether a certain ingredient is safe. But, anything is safer than a cigarette really. Most veterans have been vaping on USP PG/VG and we are still feeling fine. But whatever you do in this hobby, you'll have to bear your own consequences as there's still not enough research done.

is all USP grade propylene glycol safe to vape with?

As I'm pretty sure our store has a strict QC, maybe a better google search term will be whether USP PG/VG is safe for vaping.

@mugenart Sorry for the vague information but that's all I can say. Not much information on the safety of vaping ingredient around. Hope your question has been answered.

If you ladies & gentlemen keep mentioning stuff like these openly, I foresee our big bro will soon add a requirement for vg & pg to add in ingredient un-vapeable... like what they have done adding salt to cooking wine!

Mod, do consider to wipe post like these.

To be honest, there's really no problem with asking for help with OPENLY LEGAL items. They will never be able to regulate PG/VG as baking/cooking industry depends heavily on it and stricter regulation will cost a loss of revenue for these companies. We shoud keep this kind of post so that newbies will not be opening multiple post just for the same topic. Cheers!
