Smart Charger ??

What does "Smart" in smart charger mean?

When the battery reaches a full charge the charger quits charging.

aka overcharge protection. A 3.7 battery should charge to right at 4.2v right off the charger. Any charger we use should have this even if your charging protected cells which have the protection built in to the battery it's good to have extra safety and it's a MUST with IMR batteries which aren't protected.

I killed a Riva battery, but I was the one not very smart, used the wrong charger.

No it won't hurt it, once it reaches full charge the charger should stop, it's still not a good idea though as anything electronic has the potential to malfunction.

I've been using the WF-188 for over a year with no issues, It'll charge most any size batteries. Many places carry it, supertmanufacturing is the cheapest I know of though.
