aka overcharge protection. A 3.7 battery should charge to right at 4.2v right off the charger. Any charger we use should have this even if your charging protected cells which have the protection built in to the battery it's good to have extra safety and it's a MUST with IMR batteries which aren't protected.

If I leave IMR's on the smart charger for 12 hours even though they reach full charge in 5 hours, will it decrease the battery life?

No it won't hurt it, once it reaches full charge the charger should stop, it's still not a good idea though as anything electronic has the potential to malfunction.

Can anyone recommend a website where one can get one of these safer "smart" chargers for use with both 14500 and 18650 batteries?

I've been using the WF-188 for over a year with no issues, It'll charge most any size batteries. Many places carry it, supertmanufacturing is the cheapest I know of though.
