Smoking vs Vaping: Can sime

I do not understand :

"e-cigarette users inhale vapor, not smoke. With smoking, you have to light up. With vaping, you aren’t lighting anything, and there is no smell of smoke. Cigarettes burn, e-cigarettes just create vapor with each puff."

Do we mean to say that the action itself (i.e., vaping) is healthier than smoking? In other words, if I had the same content (i.e. what is contained in the e-liquid) in the traditional cigerrette and smoked that, it would be healthier to vape? Can someone help me to understand this point?
