guy next door is making NO effort to fill in the 7 or 8 holes in the ground

I dragged home 10 bags of cheap topsoil to level them out a bit. I'm
still going to say a layer of good stuff needs to be put down so: 1.) it
will be perfectly level, and 2.) so I can put down some grass seed before
