I have worked with developmentally disabled adults for 22years, in a sheltered workshop. When I started, back in the early 90's, we were allowed to smoke in the facility prior to operating hours. Many of our folks came from institutions and chain smoked. When we eliminated smoking in the building, I thought there would be riots. Over time, it became natural to go to the designated smoking areas. I always missed smoking in my office. Now with vaping I have returned to glory days of old. I can work and vape without the nasty artifacts, ashes, smell, discoloration. I still would never vape around the people we serve. I can simply close the office door and vape as needed. I also can vape when I take people out for their smoke breaks. I think it would be healthier to introduce some of our folks to vaping but the big difference is that a cigarette is a "timed" event, when the cigarette is out, it time to go back to work. I fear if I started them vaping now I would never get any work done. They might be developmentally disabled but I bet it wouldn't take long to figure out a 6ml tank means "all day vape".
