No particular order...

Big tobacco: Reduced sales...

The Government: Reduced Tax Money... (maybe not in PA)...

Big Pharma: Well we aren't using their highly ineffective NRT products and pills...
Big Pharma (again): This is one of the biggest ones as medications can be extremely expensive...
Heart Disease Medication Beta-Blockers, Ace inhibitors, Digoxin, etc etc etc..
Lung Disease/COPD/Asthma: Theophylline, Fluticasone, Budesonide, Prednisolone, tiotropium, salmeterol, formoterol, arformoterol, indacaterol, aclidinium, Roflumilast, Mometasone, Beclomethasone, Ciclesonide, Flunisolide etc etc etc a LOT MORE...
Stroke: Once you have a stroke you're likely to be prescribed anticoagulants and antihypertensives to treat high blood pressure..
Diabetes: you're 40+% more likely to get diabetes as a smoker: metformin, sulfonylureas, Rosiglitazone, inhibitors, Exenatide, Insulin (there's 6 or so types)
Cancer THE BIG ONE.. Some treatments can run up to 10's of thousands of dollars, many people have had to sell their homes to continue treatment..

Doctors and Hospitals: Once you start getting healthy again there's no reason to go visit them unless you hurt yourself, doctors can make an incredible amount of money for simply prescribing you your meds nevermind just for you showing up.... Lung transplants, overnight visits filled with drugs and observation....

Dentists: Smoker that wants white teeth? Yeah guess what cha-ching....

Public Health Groups: Lung/Cancer/Diabetes just about all of them are tied into tobacco somehow, they receive tonnes of government funding, money from big pharma...

Corner stores: Reduced cigarette sales...

And so many others....

But who wins because of vaping? We all do, screw them and their merry go round of slow death!
