Yes it is.

2) or is sniffing not enough of an inhalation to do any harm?

Water is an inhalation hazard, but you can sniff it without any ill effects. 100mg/ml suspended in PG or VG can be smelled, without issues, by all but the most nicotine sensitive people. (Who shouldn't be mixing with nicotine in the first place.)

I recall a thread where someone was vaping 100mg nic and he said it tasted like insecticide.
That should tell you something.

Nicotine was used as an insectiicde but was discontinued because it was killng too many people.

I think you question has already been answered but I would like to add a couple of things.
At that level nicotine can be dangerous. Don't drink it and don't bathe in it. Still if you take reasonable precautions such as washing your hands and cleaning up any spills it can be handled safely. We DIY vapors handle all the time and I never heard of any ill consequences. Just the same never forget that it a dangerous substance.

Past 50mg strength you get into a danger zone. At 100mg it's a lethal, potentially life threatening zone. This is the rule of thumb I've always used.

If you're new to DIY I say, start at 36mg, wear gloves, use precautions. Personally, I would never touch 100mg base. I'd have to be in some serious protective gear. Like complete lab coat haha I would not want to even risk that stuff getting on my skin. Not a chance I want to take if I help it.

I use 100mg base. Never had any problems.
I wear glasses, that's it.
I do take some safety precautions though.
-set the bottle down in the sink to take off the lid. Don't pick it back up until the lid is on.
-minimize the time that the lid is off. Get every thing ready to go first.
-rinse any that gets on you off immediately.
-Don't mix if you're home alone.

I only thing that really worries me is dropping an open bottle and getting covered in it.
I think fumes might be a problem if a spill covered a large area.

it is dangerous if you spill it, you don't have to wear a mask or hold your breath I use 100mg nic for my mixes and have touched drops of nic from my syringes and nothing really happens, just be very careful not to drop the bottle or make a big mess, I do rinse my hands if I come in contact with it , not right away but soon
