Steeping tobacco juices

I've only been vaping a month now (Nube) and was wondering is there any need or reason to steep
store bought tobacco,and or Nicotine juices,or does it just depend on the brand?
From reading DYI i assume all of those are on a steeping process,so are they pre steeped from the manufacture?
