Stevia powder, how to?

Sorry if this is covered already but I couldn't find the info I was looking for.
I bought a box of 100% organic Stevia from Whole Foods. It is in individual packages. Does anyone know the process for turning this into a liquid sweetener? I already mix my own flavors but trying to go natural on the sweetener. Mix it with VG? Water? Anyone have any suggestions or answers?

I've read the these sweeteners will gum up the coils pretty fast and may cause headaches and nausea. You could probably mix in a little PGA. Here i found this.

The powdered sweeteners have fillers in them, and they will gunk up your coils terribly. I use Steviaclear with good results.
