For super cheap, if you don't mind waiting for a shipment from China, there are $20.09 Vamo V2 and $5.76 A6 Mini RDA, which would get you a good start. They both have great reviews considering their low prices. You will want to purchase high quality and amperage batteries to fit your device more locally, as international shipping of them can take months. Also, once you can build on a tiny RBA like this one, you will be in Heaven when you up-size later down the road! Of course, if you want a rebuildable tank, that will be slightly more expensive to get something of any worthwhile quality.

Most importantly: Do not forget to have an ohm meter and the battery safety knowledge to use it wisely on hand before delving into rebuilding coils! Never trust a vv/vw device to protect you from mistakes, no matter how advanced it's circuitry. You are the ruler of your own destiny. :)

+1 on the MVP v2 (for a variable v/w mod)

3. Variable Wattage - Wattage can be adjusted from 6.0 ~ 11.0 in 0.5 watt increments

i would like the price range to stay between $100-$130 for a mod and atomizer

MVP 2.0 is approximately 40 if that's the style you're into. Can pick up an EH Pro KFL+ clone for probably $40 on eBay. Throw in another $20 for an ohm meter for building the KFL+ clone. I have 2 of the EH Pro KFL+ clones and they work almost as good as my authentic KFL+.

If memory serves correct, I believe the MVP 2.0 can fire as low as a 1.2 ohm build.
