Where are you planning to vape, the North Pole or Antartica? Why the interest in a sub-zero battery?
Well, I've experienced colder weather than that in Finland, and it wasn't even in the north. Don't think I'd whip out a mod at those temps though, rather wait to get inside to a nice cozy 20°C.

My thinking as well. If the battery gets that cold then the juice will be so thick as to not wick.

The NCR18650F is a low temperture cell from Panasonic that is mainly used at medical Equipment, or Military devices. This battery is according to my Information a 1C-2C battery and has no relevance for vaping.
Btw...if you start to vape calm outside below 0 degree, the temperture of the battery will raise and after few minutes, if your lungs are not freezing, you can vape longer.
