I have get this type of Panasonic NCR18650F 2900 mAh. they tell me it can be worked at the condition of -30℃. i am waiting for their test report. hope do with superior low temperature performance.

Well, I've experienced colder weather than that in Finland, and it wasn't even in the north. Don't think I'd whip out a mod at those temps though, rather wait to get inside to a nice cozy 20°C.Where are you planning to vape, the North Pole or Antartica?

My thinking as well. If the battery gets that cold then the juice will be so thick as to not wick.
The NCR18650F is a low temperture cell from Panasonic that is mainly used at medical Equipment, or Military devices. This battery is according to my Information a 1C-2C battery and has no relevance for vaping.
Btw...if you start to vape calm outside below 0 degree, the temperture of the battery will raise and after few minutes, if your lungs are not freezing, you can vape longer.

I'm still in the dark as to why you are so interested in this battery, and why you posted about it here if it has no relevance for vaping? 
I guess he didn´t know that? But I would not be surprised if one of the Chinese Dealers will offer this battery with a Motive of a penguins on it as cold weather battery...
