BTW, electronic cigarette products include nic base or pretty much any liquid that contains nicotine, apparently. I was only inquiring about nicotine base with absolutely no reference to vaporizing, e-cigarettes, etc. and that is what they sent me. Full e-mail:

Electronic cigarette products with nicotine and/or health claims require authorization from Health Canada prior to being imported or sold in Canada.
To date, no electronic cigarettes with nicotine and/or health claims have been authorized by Health Canada and their safety, quality, and efficacy remain unknown.
Electronic cigarette products without nicotine and without health claims can legally be imported and sold in Canada, provided they meet the general safety requirements of the Canada Consumer Product Safety Act. However, Health Canada advises Canadians not to purchase or use electronic cigarettes as these products may pose health risks.
