There are real single issue voters. Abortion, guns, and health care are issues that seem to fall into that category. I doubt if vaping would swing many voters, especially as it seems to be a rare bipartisan issue. I guess it might tip the scales for someone who was on the fence about who to vote for.
Probably not a worthwhile calculation for a politician though. To sign the bill or veto it. Gain or lose a handful or soccer moms, or a handful of vapers.
Sure... Something like Abortion or Firearms or Heath Care (in Any order) can be what gets people to Vote in Large Numbers.
But once again, Karl Rove would argue that since e-Cigarettes can't Flip a Significant amount of People, and since (as you mentioned) e-Cigarette use is Bi-Partisan, then just Leave It Alone as long as e-Cigarette Policy is basically aligned with what your Base Wants.
