Not sure. Internet presence makes a business easy for the FDA to find, while a local B&M that keeps a low profile might be able to fly under the radar for a long time, especially if they're located in a jurisdiction that isn't keen on nannystateism.I don't think extending the PMTA deadline will help the b&m vape shops as much as it would under other circumstances. Many are closed and I expect most are losing money at this point, yet when businesses start re-opening foot traffic will be much lower than previously for some time. It could take months to become profitable, all under the cloud of the FDA and bans. Better to have only an internet storefront at this point - the virus may have bought you some quality time!
If stockpiling consumables wasn't practical, the place I would be looking to buy them is a local smoke/vape shop. I bet many of them will keep vape goods "under the counter" for their regular, known customers, and they have an alibi to remain open. Some vape shops seem to be pursing a parallel path, branching out into CBD and similar products. My guess is many of them will also continue to have nicotine products available for people they know aren't narcs.
