Well, on closer inspection I think you're right. They only give out 400mA at 5 volts and 1000mA (1 amp) is needed to run an atomizer, but I'm no expert.

Maybe different variants will become available as the technology develops?

There are also new types of lithium batteries being developed with much higher capacity (mah) but won't be available for a few years yet.

Nanowire battery can hold 10 times the charge of existing lithium-ion battery
