In short...yes nicotine & PG both contribute to TH...there are additives available for 0 Nic juice to improve TH as well as adding PGA in small quantities.
I'm guessing you mean PGA (pure grain alcohol ie: 190 proof). You can get Qhit (peppery throat hit additive) at OneStopDIYShop Partners with Flavour Art
How much PGA would you add to a 3ml bottle that was too light on TH for your tastes? Let's say it was a 40/60 that you wanted to hit like a 70/30 or an 80/20.

I only use a little PGA (in my case actually 160 vodka), talking like 5%, 0.15ml in 3 ml. I use it primarily for thinning high VG liquid, don't think I've ever really noticed much TH change when it is used.
If you have a tobacco flavor that you want to bump up, try getting a little Tobacco Absolute diluted, from the perfumers apprentice. Just a couple drops per 10ml of liquid (no more than about 4 drops) really beefs up the flavoring. TA diluted is the stuff that they dilute with 50% PGA (much easier to work with).

I have tried PGA @ 5% in my 80/20 pg/vg 18mg mixes and haven't seen a big improvement in TH. You may have better luck with 0 nic juice. I haven't tried Qhit. I understand that the recommended percentage is really up there (something like 35%).
I did not get a TH from PGA either and think it is a forum myth. I'm not looking for an argument from anyone just saying what I found when I tried it. I have used diablo loco chilli extract from totally wicked and it works well but you do get a chilli taste with it. Dilute it at least twenty to one before adding to small mixes as it is stupidly strong stuff and I killed a mix or two using a single drop at full strength.
